2 Canadian HR Reporter, a HAB Press business 2019 Alberni- Clayoquot workers sign deal PORT ALBERNI, B.C. — The Canadian Union of Public Em- ployees (CUPE) 118 and the Alberni-Clayoquot Regional District (ACRD) in Port Alberni, B.C. ratified a new collective agreement on July 25 concluding a 10-month negotiation that be- gan in October 2018. "While there is still work to do, these negotiations achieved new seniority protections for long-serving casuals and tem- porary staff, which was our goal from day-one," says Stacy Watton, CUPE 118 president. "We are pleased that the parties came together in time to avert a strike." The new five-year agreement is retroactive to July 2018, when the past agreement expired. Creating seniority recognition and rights for casual and tempo- rary staff was a point of friction between the parties throughout the negotiations. Union mem- bers were frustrated that long- serving, qualified temporary and casual workers were being passed over in favour of external hires, even after devoting years of service to the ACRD, says the union. Frustrated over lack of prog- ress in negotiations, ACRD workers passed a near unani- mous strike vote in March. Union members began limited job action in June but held off initiating a full strike pending a last-ditch effort to reach a settle- ment, said CUPE. In addition to seniority pro- tections for casual and tempo- rary workers, the new agree- ment features improvements to vision, eyeglass and dental ben- efits, and features wage adjust- ments of 2.25 per cent, two per cent, two per cent, 2.25 per cent and 2.5 per cent respectively across the five-year agreement, says the union. CUPE, Local 118 represents 230 members working at the District of Tofino, District of Ucluelet, City of Port Alberni and the Alberni-Clayoquot Re- gional District, all in B.C. Contract reached for employees at Regina airport REGINA — Members of the Union of Canadian Transporta- tion Employees (UCTE), Local 40403, at the Regina Interna- tional Airport voted in favour of a new collective agreement on July 22. The new five-year agreement — which is retroactive to July 1, 2018 — reflects improvements for work-life balance as well as increases in some allowances, says the union. The bargaining team was able to secure wage increases of two per cent for 2018, 2019, 2020 and 2021 and 2.25 per cent for 2022. Members also achieved increas- es in shift premiums, boot allow- ance and vacation entitlements, says UCTE. The new collective agreement also has improvements to the defined contribution pension plan rates as well as the recogni- tion of Family Day as a paid holi- day, says the union. VON workers in London, Ont. ratify contract LONDON, Ont. — Personal support workers (PSWs) at the Victorian Order of Nurses (VON) London eHomecare program in London, Ont. voted in favour of a three-year contract on July 23. The contract was negoti- ated by Southwestern Ontario Health Care and Service Work- ers Union, CLAC Local 303, and provides lump-sum payments in the first two years and a modest wage increase in the third year, says the union. "Based on numerous settle- ments across Ontario, we are confident we got as much as we could for our members in this round of bargaining, but there is still room for improvement in a variety of areas for these homecare workers," says Mary Ellen Alward, CLAC representa- tive. "There are province-wide shortages for PSWs, and with- out a wage rate that reflects the hard work and skill set required to provide quality homecare, the shortage will continue to get worse."
