2 Canadian HR Reporter, a HAB Press business 2019 Ontario looking to save on public sector benefits TORONTO — The Ontario government is working with the broader public sector to manage compensation growth by con- sulting on a new benefits pooling model for broader public sector (BPS) participants. During recent consulta- tions with the BPS about how to achieve reasonable public sector compensation growth, both employers and bargaining agents expressed an interest in exploring a centralized benefits pooling model. According to es- timates, a fully realized pooling of benefits model in the public sector could realize up to $115 million in savings by accessing economies of scale, driving cost savings and identifying adminis- trative efficiencies, says the gov- ernment. "With public sector compen- sation representing approximate- ly half of all spending, the govern- ment is working collaboratively with employers and bargaining agents to protect front-line servi- ces, public sector jobs and make Ontario fiscally sustainable," says Peter Bethlenfalvy, president of the Treasury Board. Through benefits pooling, government can address ineffi- ciencies and duplication and make it easier to leverage group buying power, it says. Public sector compensation represents roughly half of all government expenditures, total- ing $72 billion annually, says the government. First deal at Winnipeg restaurant WINNIPEG — United Food and Commercial Workers union (UFCW), Local 832 members working at Stella's Sherbrook restaurant in Winnipeg achieved their first union contract on Oct. 11. UFCW, Local 832 had been trying to bargain a deal with the employer since earlier this year. When they were unable to agree, the union asked for first-con- tract legislation at the Manitoba Labour Board, says the union. After mediation, the employer and the union gave their propos- als to the labour board and the board imposed a contract from there, says the union. The new contract brings a five per cent increase in wages for staff, as well as paid breaks, increased vacation percentages and a benefit plan, says UFCE. The union represents all serv- ers, dishwashers, cooks, hosts and baristas. Sudbury airport guards join union SUDBURY, Ont. — Employees providing security and customer services at the Greater Sudbury Airport in Sudbury, Ont. joined the United Steelworkers (USW) union on Oct. 9. The employees of ASP Sec- urity Services were certified as a union by the Canada Industrial Relations Board, after a majority of workers signed union cards and filed an application with the board, says the union. ASP was awarded the contract to provide security and custom- er services at the Greater Sud- bury Airport in November 2018. New collective agreement signed at CertainTeed MISSISSAUGA, Ont. — Em- ployees at CertainTeed Canada, a building product company in Mississauga, Ont., voted to ratify a new three-year collective agreement that includes wage gains and enhanced early retire- ment payments on Oct. 8. The new agreement secured two per cent wage gains over three years, improved early re- tirement payments and upgrad- ed language regarding schedul- ing of continental work weeks, says Unifor. "We were bound and deter- mined to get a fair deal," says An- gus MacDonald, Unifor, Local 1256 president. "Through oner- ous negotiations the bargaining committee showed impressive solidarity. We made important gains toward clearer language, enhanced benefits and fairness for everyone."
