comma after treasurer.

We assume the city has just one chief planner, so
we do not need Jennifer Keesmaat to tell us which
one. Set off Jennifer Keesmaat with commas.

Without the in front of the job title, chief city
planner modifies Jennifer Keesmaat. So we do
not set off Jennifer Keesmaat (which is now the
subject of the verb told).
(d) Willard is going to bring his daughter Janina
with him to work Tuesday
If Willard has more than one daughter, we need
the name Janina to tell us which daughter is
coming to work with him. Do not set off Janina.
If Willard has just one daughter, we do not need
the name to identify which daughter is coming. In
that case, set off Janina with commas.
(e) Our parking attendant says that a car
supposedly identical to yours was parked all
weekend in the company lot
The whole point of the sentence is to say that a
car that looked exactly like yours, not just any
car, was parked in the company lot. It is essential
to the meaning of the sentence, so do not set off
supposedly identical to yours.
