Last fall, the Senate announced that it was planning to move away from the federal government's Phoenix pay system and find its own external service provider, publishing a request for proposals for a service provider to take responsibility for payroll processing and pension benefit payments for current and retired senators, and senators' and Senate administration employees. In May, members of the Senate's Standing Committee on Internal Economy, Budgets and Administration announced its new selection. "Proceeding with our own independent payroll system advances the efficiency of our operations and commitment to our staff, while further establishing the autonomy of the Senate," said a statement from committee chair Senator Larry Campbell, as well as Senators Denise Batters and Jim Munson. In its 2018 budget, the government announced it would spend $16 million over two years to work with experts, technology providers, and federal public sector unions to begin developing a payroll system to replace Phoenix. It also pledged to invest $431.4 million over six years to make Phoenix work better, including hiring more payroll staff at its centralized pay centre in Miramichi, N.B. Revenu Québec alters salary overpayment policy › QUEBEC CITY — Revenu Québec has changed its administrative policy on employee repayment of salary overpayments stemming from an em- ployer's clerical, administrative, or computer error to harmonize with the Canada Revenue Agency. In a statement on its website, Revenu Québec said the change would "make things easier for both employers and employees." Employees are now allowed to repay the net amount (gross amount minus source deductions) of a salary overpayment resulting from an error instead of the gross amount if two conditions are met. The conditions are that the employee must make the repayment in the same calendar year in which the overpayment occurred, and the employer must be able to subtract the overpaid source deductions and employer contributions from its next remittance to Revenu Québec and the employer must make the remittance for the calendar year in question. If either condition is not met, an employee would have to repay the gross amount of the salary overpayment, and the employer would have to remit the required source deductions and employer contributions. CNESST maintains rate › QUEBEC CITY — Quebec's workers' compen- sation body has announced that in 2019 it will keep its average assessment rate for employer coverage at the 2018 level of $1.79 per $100 of assessable payroll. The rate is higher than the 2017 rate of $1.77, but lower than in other years. In 2016, the average assessment rate was $1.84, while in 2015, it was $1.94. The Commission des normes, de l'équité, de la santé et de la sécurité du travail (CNESST) said in a news release that the $1.79 rate was the second lowest for the board since it introduced the current workplace accidents law in 1985. By comparison, the average assessment rate for the Ontario Workplace Safety and Insurance Board is $2.35 per $100 of insurable earnings for 2018. In Alberta, it is $1.02, and in British Columbia, it is $1.55.
