2 Canadian HR Reporter, a HAB Press business 2019 Financial, foreign service workers sign deals OTTAWA — The government of Canada signed collective agreements with the Associa- tion of Canadian Financial Offi- cers (ACFO) and the Profession- al Association of Foreign Service Officers (PAFSO) on Aug. 1. These agreements — which cover over 6,200 employees in the FS and FI groups — are the first to be signed and ratified in this round of bargaining, says the government. Taken together with other tentative deals, the government has reached 34 agreements that, if ratified and signed, will apply to more than 65,000 federal pub- lic service employees. The other tentative agreements are expect- ed to come into force in the com- ing weeks and months once bar- gaining agents complete their ratification approval process and both parties sign the agree- ments, says the government. Changes to existing agree- ments or new provisions include economic increases, retroactive pay, and extended parental ben- efits, which will become effec- tive according to agreed-upon timelines and new measures to make agreements easier to implement and to compensate employees who do not receive retroactive payments or salary increases within agreed-upon timelines, says the government. As well, new provisions for caregiver leave and 10 days of paid leave to help victims of do- mestic violence are in effect as soon as the agreement is signed, says the government. Bad-faith bargaining filed against Dearborn Ford KAMLOOPS, B.C. — Unifor filed a complaint with the B.C. Labour Relations Board on Aug. 7 after reports surfaced of Dear- born Ford's managers interfer- ing with union members during bargaining. "Cutting side deals while hid- ing concessions undermines the collective bargaining process and will make it more difficult to achieve a fair settlement without job action," says Jerry Dias, Uni- for national president. The alleged illegal tactics by the employer in Kamloops, B.C. constitute bad-faith bargaining and have hindered the union's attempt to negotiate a new col- lective agreement, says Unifor. The parties are scheduled to begin mediation on Aug. 13 but Unifor says the company's tac- tics have to stop if bargaining is going to be successful. "Approaching individuals with half-truths about the com- pany's proposed concessions was meant to derail the nego- tiation process, which will ulti- mately hurt the entire workforce at Dearborn Ford," says Rene Pel- lerin, president of Local 10-B. "The right thing for Dearborn Ford to do is return to the bar- gaining table and immediately cease their campaign of misin- formation," says Pellerin. Metro Bélair workers in Joliette, Que. sign deal JOLIETTE, Que. — United Food and Commercial Workers union (UFCW) Canada, Local 500 members working at Metro Bélair in Joliette, Que. ratified a new collective agreement on Aug. 3 with several gains for the 158 cashier assistants, clerks, butchers, fish-counter atten- dants and assistant department managers at the location. Local 500 has represented members at Metro Bélair since 1970. Some of the gains and im- provements in the newest con- tract include wage increases of 12 per cent over the course of the agreement for workers at the top of the wage scales, 16 hours of oc- casional leave increased from 10 hours for eligible part-time work- ers, a stipulation that the union will become the administrator of the group insurance policy and the eligibility for short-term leave (unemployment, sickness) will be changed, said the union. As well, new gains include su- pervisor premiums rising from $0.75 to $1 an hour, Christmas- season bonuses being awarded over the course of the agreement and management-replacement premiums going up, said UFCW.
