COLLECTIVE AGREEMENTS COLLECTIVE AGREEMENTS GOVERNMENT Hamlet of Pond Inlet Pond Inlet, Nunavut (20 municipal employees) and the Public Service Alliance of Canada (PSAC) as represented by its component the Nunavut Employees Union (NEU) Renewal agreement: Effec- tive April 1, 2020 to March 31, 2023. Signed on Aug. 12, 2021. Wage adjustments: Effective April 1, 2020: 1.5% Effective April 1, 2021: 2% Effective April 1, 2022: 2.25% Shift premium: $0.50 per hour for all regular hours worked between 5 p.m. and 7 a.m. $500 per year for employees who are required to use both English and Inuktitut. Paid holidays: 13 days, includ- ing Hamlet Day. Vacations with pay: 1 2/3 days per month to start, 2 1/12 days per month after 2 years, 2 11/12 days per month after 9 years. Bonus of 5 days addi- tional annual leave credits will be awarded to employee on 15th, 20th and 25th anniver- sary of service. Bonus of 8 days additional annual leave credits will be awarded to employee on 30th year anniversary of service and on each fifth-year anniversary thereafter. Em- ployees must take at least one- half of vacation leave in year in which it was earned but em- ployees are permitted to carry over any number of vacation leave credits earned from 1 fis- cal year to next. Employer will give special leave earned to all employees for one-half day to attend funeral of coworker. Overtime: Time and one- half for all hours worked after regular hours; double time for all hours of overtime worked after first 4 consecu- tive hours of overtime; double time for all hours worked on second or subsequent days of rest provided days of rest are consecutive. Employees may accumulate, maximum 80 hours per year of banked time in lieu of overtime, work on designated paid holidays, call-in pay. All banked time greater than 80 hours must be paid out; banked time remain- ing at end of fiscal year will be paid out. Sick leave: 1.25 days for each month in which employee re- ceives pay for at least 15 days, maximum 120 days. Unused credits will be carried over from 1 fiscal year to next. Pension: Employer will match employee RRSP contributions, maximum $1,000 per contribu- tion year (March 1 to last day in February). Bereavement leave: 5 days for death of spouse (in- cluding common-law who maintains permanent resi- dence with employee), child, adopted child, stepchild, father, mother, sister, brother, grandparent, grandchild, son-in-law, daughter-in-law, father-in-law, mother-in-law, niece, nephew, brother-in- law, sister-in-law, aunt, uncle, cousin. When there is funeral in Pond Inlet, employees may have time off with pay to at- tend funeral. Seniority – recall rights: 12 months after layoff. Call-in pay: Greater of com- pensation at appropriate overtime rate or compensation equivalent to 4 hours' pay at straight-time rate. Probationary period: 6 months from day employee is first appointed or 3 months after employee has been trans- ferred or promoted. Discipline: Sunset clause is 24 months for document or writ- ten statement related to disci- plinary action. Severance: 2 weeks' pay for first year of employment; 2 weeks' pay for second year of employment; 1 week's pay for each succeeding year of em- ployment, maximum 10 weeks of pay. Uniforms/clothing: Employer will ensure that all protective devices, clothing, other equip- ment necessary to properly protect employees from injury and unhealthy conditions are provided, cleaned and main- tained at no cost to employee. Employer will provide bylaw officer with uniform. All maintenance employees will be provided with 1 pair of sum- mer coveralls, 1 pair of winter coveralls once every year; 1 pair of work boots every 2 years. All garbage, water and sewer truck drivers, garbage and water truck assistants will be provided work gloves every 3 months or sooner if needed. Janitor will be issued 1 pair of indoor coveralls. Tool allowance: Employer will provide $500 each year for mechanic. All other employees will have tools provided by employer. Special leave: Employee will earn special leave credits, maximum 6 days: one-half day for each calendar month in which employee received pay for at least 10 days or one-quarter day for each calendar month in which employee received pay for less than 10 days. As credits are used they may continue to be earned up to maximum. Vehicle utility allowance: Employees who are required to bring employer ve- hicle home between Nov. 1 and April 30 will be paid non-taxable allowance of $10 per night to cover cost of power for vehicle plug-in. Northern allowance: $25,570 per year (previously $25,069 per year).
