Hospital's attendance management
program needs work: Arbitrator
More instruction required
to deal with disability-
related absences

AN ONTARIO hospital's attendance management
program set reasonable thresholds to enter employees
into the program, but its failure to consider disabilities
and accommodation in the process set up the poten-
tial for discrimination, an arbitrator has ruled.
The Southlake Regional Health Centre in Newmar-
ket, Ont., implemented an attendance support pro-
gram (ASP) on Apr. 14, 2015. The ASP divided the year
into two six-month review periods beginning on April
1 and Oct. 1, respectively.
If, during any review period, an employee met the
threshold of three or more occurrences and five or

City of Windsor deals
with 'equitable' overtime
A UNION'S claim that offering
overtime to one group of employ-
ees and not to another violated
the collective agreement was dis-
missed recently after an arbitrator
concluded the two groups could
be treated differently.
The City of Windsor had one
group of employees in its Em-
