4 Canadian HR Reporter, a Thomson Reuters business 2016 COLLECTIVE AGREEMENTS July 25, 2016 July 25, 2016 COLLECTIVE AGREEMENTS PUBLIC ADMINISTRATION Government of Manitoba Provincewide, Manitoba (14,800 workers, provincial administration) and the Manitoba Government and General Employees' Union (CLC). Renewal agreement: Effec- tive March 22, 2014, to March 21, 2019. Signed on January 28, 2016. Wage adjustments: Effective March 21, 2015: 1% Effective March 19, 2016: 2% Effective April 1, 2017: 2% Effective March 31, 2018: 1% Effective September 29, 2018: 1% Shift premium: $12.80 per hour for entire shift where ½ or more of the hours are between 5 p.m. and 5 a.m. $19.20 per hour for trades, operations and ser- vices employees. $1.25 per hour for hours worked on a Saturday or Sunday. Paid holidays: 12 days. Vacations with pay: 3 weeks maximum credits to start, 4 weeks after 2 years, 5 weeks after 9 years, 6 weeks after 19 years. Overtime: Administrative, social sciences: Time-and- one-half for all hours worked beyond 7 ¼ hours on scheduled work day. Time-and-one-half for first 4 hours and double time for all other hours on first day of rest. Double time for all hours worked on second day of rest. All other positions: Time-and- one-half for all hours beyond regular hours on regular work day, double time on day of rest. Meal allowance: $5.80 where the working day extends by either 2 hours without a din- ner break. $24.60 per diem for field work where rations or field kitchen aren't supplied. Dental: Employer-provided Dental Services Plan. Vision: Employer-provided Vi- sion Care Plan. Sick leave: 4 days for every 80 hours of accumulated service during first 4 years of service; 8 days for every 80 hours of ac- cumulated service after 4 years of service, to a maximum of 208 days. LTD: Employer-provided LTD Plan. Bereavement leave: 4 days for the death of a parent, step- parent, spouse, child or step- child. 3 days for the death of a sibling, step-sibling, ward, or relative permanently residing in employee's household. 1 day for the death of grandparent, in- law, aunt, uncle, or grandchild. 1 day for attending funeral as pallbearer. 2 days for funeral more than 225 km from home. Seniority – recall rights: 24 months. Call-in pay: $20 for each 8-hour period available on stand-by for a regular working day, $23 for a day of rest or paid holiday. Probationary period: 6 months. Severance: 1 week's pay for each complete year of service or portion thereof to a maximum of 15 weeks, for employees with 9 or more years of service. 2 ad- ditional weeks for employees with 20, 25, 30 and 35 years of service. Safety shoes: $150 per year where required. Can be carried over into following year. Uniforms/clothing: Provided by company where required. Mileage: Where personal vehicle must be used for gov- ernment business, 41 cents/ km north of 53 rd parallel, 45.4 cents/km north of 53 rd parallel, based on $1/litre price of regu- lar gasoline. Rate will increase or decrease by 1 cent/km for ev- ery 10 cents change in gasoline price. Where vehicle is a condi- tion of employment, option of $7.14/day plus 32 cents/km for automobiles and $7.69/day plus 35.3 cents/km for trucks.
